MAINTENANCE MANAGEMENT FOR DISTRICT ENGINEERS

The purpose of this note is to supplement the maintenance system in use within the existing maintenance organisation. Guidelines are provided on: (1) the planning and organisation of maintenance activities; (2) assessment of requirements, which implies compiling an inventory of the road system, carrying out regular inspections of each road, knowledge of traffic conditions, knowledge of the soil, terrain and climate; (3) use of resources. An order of priorities is recommended and the total resource requirements for each operation in terms of materials, equipment and labour are estimated; (4) monitoring which comprises both field inspections and a desk review of the maintenance report. Appendix 1 lays out the field procedures for inventory and inspection, while Appendix 2 deals with traffic counts. (TRRL)
