Mapping Good Practices in Strategic Environmental Assessment for Transport Plans and Programmes

Strategic Environmental Assessment (SEA) has considerable potential to ensure that environment and sustainability issues are integrated into sectoral strategies, plans and spending programmes from the outset, leading to more sustainable choices at the project level and progress towards overall sustainability. This report is the outcome of research into the practical application of the SEA Directive to transport infrastructure plans and programmes as a means of mainstreaming the environment into transport investments, particularly those supported by EU funding. It draws on both documentary evidence and the experience of practitioners and authorities gathered through interviews. Since the SEA Directive came into force in 2004, authorities have acquired significant experience in the application of SEA in the transport sector. The applicability of the SEA Directive to transport plans and programmes is clearly defined in Article 3(2) of the Directive1. In addition, the Common Provisions Regulation (CPR) requires Member States to establish a comprehensive transport plan(s) or framework(s), subject to SEA, to be eligible to access funding from the European Structural and Investment Funds (ESIF)2 for transport investments. This work therefore is particularly focused on the comprehensive transport plans prepared to support Cohesion Policy-funded programmes and investments. The report aims to inform the Commission’s work on SEA and the transport sector by providing an overview of current experience on the lessons learnt and good practices in SEAs for transport plans and programmes. This report may also be used as a support material for Member State authorities carrying out SEAs for transport plans and programmes within the next programming period or as background material for any future development of transport-specific guidance documents.
