This manual was written to provide Caltrans technicians and engineers with a reference for self-study, for performing project studies, predicting noise, designing barriers and writing reports. It is also used for training personnel and provides policies and guidelines issued by FHWA and Caltrans. The manual is divided into three sections. The first is devoted to the fundamentals of sound, how it relates to traffic noise, and how it is measured and analyzed. Section II presents the FHWA procedure for predicting highway traffic noise and the attenuation provided by barriers. Section III covers the California Department of Transportation noise program required by California law. This refers to the School Noise Law and the noise element of the General Plan used by local agencies for land use planning.
