NETWORK FLOW SIMULATION FOR URBAN TRAFFIC CONTROL SYSTEM. PHASE II. VOLUME 1. TECHNICAL REPORT
'UTCS-1' is a digital simulation model of an urban street network. It is designed to be used by the traffic engineer as a means for evaluating alternative network control strategies. Particular emphasis is placed on the evaluation of relatively sophisticated signal control schemes. The model was developed in two phases. Phase I included the preparation of the basic simulation program, together with the calibration and validation of the model against field data collected for a test network in downtown Washington, D.C. The results of the Phase I study are summarized in an earlier report. This report summarizes the results of the second phase of model development. It includes a discussion of a series of revisions and extensions made to the original formulation, the results of an extensive set of sensitivity and demonstration tests, and a description of the initial application of the model in support of the Office of Research's 'Urban Traffic Control System (UTCS)' program.
