Interactions of Transportation Carbon Pricing with the Electricity Market in the TCI Region

The Transportation Climate Initiative (TCI) is a regional program focusing on coordinated investments in clean transportation technology and infrastructure. TCI participants include Connecticut, Delaware, the District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, and Virginia. One possible TCI initiative is a price on transportation carbon emissions. This brief discusses how TCI policies, including a cap-and-trade program introducing a carbon price, could impact the electricity sector. Topics discussed include: (1) Transportation electrification and impact on the electricity market both nationally and in the TCI region; (2) Electricity market changes and environmental implications including timing of vehicle charging and effect on renewable generation and emissions; and (3) Advantages of linking TCI and Regional Greenhouse Gas Initiative (RGGI) carbon markets and resulting electricity prices.
