RELOCATION NEEDS AS SEEN BY PORTSMOUTH HOUSING AND REDEVELOPMENT AUTHORITY

In order to continue to address legislative interest and to make it responsive to today's needs, the Uniform Relocation Assistance and Property Acquisition Act (1970) must be amended and updated. Increasing the maximum in-lieu-of payment and increasing the time period for computing average net earnings from 2 to 5 years would be more equitable for business concerns. There is a critical need for increases in both the replacement housing payment for displaced homeowners and the payment to tenants. It is also recommended that the development of incentive funding be considered for communities undertaking large-scale community revitalization activities involving displacement. Comments are also made on the down payment assistance to encourage tenants to purchase dwellings.
