The paper presents a detailed and comprehensive analysis of Right Turn on Red (RTOR) accident data of the Federal Highway Administration report. The discussion deals separately with the findings of before and after surveys of RTOR accident surveys, and of surveys of drivers and pedestrians attitudes toward RTOR.
