RECYCLING, A VIABLE ALTERNATIVE TO RECONSTRUCTION
Test project employing in-place recycling of street pavements that points to significant savings without loss of quality is described. Subgrade enhancement was specified to receive six inches of scarification. Ten percent CSS-1h asphalt emulsion was added to the compaction water and applied to the subgrade before compacting it to 95 percent.
