Accessibility planning based on CO₂ emissions – implications for employment development within the Munich Metropolitan Region

The Munich Metropolitan Region (MMR) counts among the most prosperous economic regions not only within Germany, but even within Europe. Both employment and population have grown in recent years. Numerous job opportunities, leisure activities as well as amenities and services promote the region’s attractiveness. However, the rapid growth has made the negative consequences of transport activities increasingly evident (Büttner et al., 2014). Accessibility planning, acting on the interface between transport and land-use, is a suitable approach to such challenges. The corresponding planning process should include the following steps: Definition of accessibility- and mobility-related goals, conceptualization of accessibility, measurement and mapping of accessibility, and design of strategies to meet the pre-defined goals (based on Bertolini, 2017). Among the many options to measure accessibility, a mathematical formula consisting of a cost function and a destination potential is the most common one (Geurs and van Wee, 2004).
