SPATIAL EQUITY IN REGIONAL TRANSPORTATION INVESTMENT POLICIES

The article suggests a method of analysis of spatial equity that takes account of both economic and noneconomic factors in formulating regional transportation investment policies. The circumstances in which spatial equity may become an important goal for regional policy are examined; the definition and measures of spatial equity for regional policy are given; and a model is presented for analysis of spatial equity in regional transportation investment policies. An illustrative example based on empirical data is discussed and a summary of the suggestions for future research is given.
