METHODS AND PROBLEMS OF INCIDENCE ANALYSIS OF ROAD COSTS

METHODEN UND PROBLEME EINER INZIDENZANALYSE VON STRASSENBAUAUSGABEN

By means of an analysis of cost outlay the effects of road expenditure on the income distribution of users is examined. The basis for calculation are the conditions in the Federal Republic of Germany in the year 1970. Benefits arise from passenger and freight transport. The author calculates which income group is most favoured by the road costs because of their greater use of the roads and which group is least favoured. It is shown that road costs benefit the higher income groups and thus increase the differentials in living standards. (TRRL)
