Planning is developing increasingly from a purely technical exercise to a political one. There are both reasonable and unreasonable arguments for the construction of urban motorways (reduction of accidents, relieving of the subordinate road network, economic requirements). The staged planning process for the general transport plan for the Hamburg area is described. The point of view on this situation expressed by the experts in 1975 is summarized in the DME statement. If the present network is loaded with traffic from 1985/90, then a complete breakdown results on almost all main roads. A basic skeleton of city motorways in the form of tangents around the inner city is necessary. The feeling against city motorways is attributed amongst other things to the fact that information on successful control is not available. Three positive examples of city development (Centre Billstedt, Federal Motorway Marburg by-pass and Rissen by-pass) are described. (TRRL)
