RESERVATION OF PARKING SPACES, - CONCESSIONS TO RESIDENTS IN DENSELY BUILT-UP RESIDENTIAL AREAS CLOSE TO TOWN CENTRES

The author reports on the possibilities of reserving parking spaces for residents. In doing so he refers mainly to the "Mannheim experiment", the results of which have not been finally published. The following questions are considered - boundaries of the exemption area, signing of this area, fees for the licence, form of exemption (limited stopping prohibition, parking meters, parking discs), extent of those authorised to be exempted, the number of licences to be granted in relation to the number of places available and the method of issuing licences. In conclusion the author considers changes in highway legislation and detailed problems connected with this (publicity, administrative problems, surveillance costs.). (TRRL)
