In the eight years following its formulation, a total of 28 countries throughtout both the developed and developing world have become parties to the international Convention for Safe Containers (CSC). There are less than two years to go before it completes its preliminary five year induction period and becomes a reality. Along with the UK, the US was a later signatory, but following their ratification in early 1978 the two nations have taken a positive role in producing their own interpretations of the convention recommendations. Both countries, and particularly the US, hope that these interpretations will offer a basis for other countries to adopt. This article investigates the current situation.
