ONE COMPANY'S SOLUTION TO COPING WITH ENVIRONMENTAL REQUIREMENTS OF HIGHWAY IMPROVEMENTS

This paper describes how, through patient negotiation and coordination, one utility company resolved what was felt to be an insurmountable economic obstacle involving a request to remove 200 overhead poles in conflict with a highway improvement project. Negotiations involved the Commonwealth Edison Company, the State of Illinois and five villages. The results of seven years of negotiations were the elimination of 100 poles and 40 overhead crossings in a three-mile stretch in which savings of over two million dollars were realized by avoiding a complete underground system.
