LOW-VOLUME ROADS: SECOND INTERNATIONAL CONFERENCE. STATE VIEWPOINT
The need for investment at a high rate in low volume roads is discussed and emphasis is given to the responsibility, from a state viewpoint, of keeping citizens informed of this need which represents an investment in the basic means of production. Another need pointed out is for standards which provide roadways that can be maintained efficiently, which minimize the vulnerability to tort liability and insurance claims, which help revitalize existing low-volume roads, and which provide guidelines for accommodating new development.
