Rajasthan State Highways Development on PPP mode: Present Scenario

Rajasthan is the largest state in India, representing 10.4 percent of the total area of the country. It, therefore, requires a large road network for addressing its transportation needs. Roads in the State have generally suffered from continued neglect owing to inadequate resource allocation coupled with inefficient and dated practices relating to construction, upkeep and regulation of roads. Therefore there was a need to increase the capacity of state highways along with improving road network entrusted to Public Works Department. In order to address the aforesaid deficit and to give a fillip to economic and social growth, the State Government embarked on an ambitious programme for augmentation and modernization of its road network in a time-bound manner. It was proposed in 2014 to upgrade State Highways and important stretches of selected major district roads. The project roads selected in the I phase connect important economic zones and important administrative centres, e.g. mining, tourism, important cities and it was envisaged that the road improvement would bring about increased traffic capacity to serve these administrative/ economic zones better and safer, which in turn would stir social and economic growth.The scenario in the country during 2014-15 was such that construction progress of most of the Highway development projects was far behind schedule. This has led to NPA tags for most of the private developers. At the same time the State Government was not in a position to take up such huge highway development program due to budgetary constraints. This was the challenge with Public Works Department wherein the private sector participation was a key for success of this huge road development program as envisaged by Government of Rajasthan.
