THE SAFETY OF DISABLED DRIVERS. LITERATURE REVIEW

HANDIKAPPADE FORDONSFOERARES SAEKERHET. KUNSKAPSOEVERSIKT

This is a state-of-the-art report about the safety situation of the disabled driver. In a review of literature attention is paid to the traffic safety of physically handicapped drivers of automobiles, mopeds and electric wheelchairs. Today there are about 16000 disabled vehicle drivers in Sweden; 11000 drivers of automobile, 2000 of moped and 3000 users of electric wheelchair. There have been a number of studies of the accident records of the physically disabled drivers of automobiles. In general these studies show that those disabled currently driving do not have an accident record which is significantly different from that of the general population. Some of these studies are methodologically weak with no controls for exposure. Therefore assessments of risks cannot be made. On the other hand it is also recognized that the disabled drivers need adequate equipment and proper training if they are to operate their vehicles safely. Accordingly recent research developments in three areas are investigated and discussed: (1) driver evaluation and testing for licensing and proper adaption of vehicles and aid equipment (2) education and training for vehicle control (3) safety aspects of vehicle technologyand hand controls and other aid devices.
