Using Tolling and Public-Private Partnerships to Fund/Finance Louisiana's Roadways

This report discusses the condition of Louisiana’s highways, current roadway funding in Louisiana, and additional funding options including public private partnerships (P3s). Funding options explored include gas taxes, sales taxes, tolling, and P3s. The advantages of P3 funding are detailed as opposed to gas taxes, Louisiana’s current primary funding mechanism. The history of P3 enabling legislation in Louisiana is outlined starting with the Louisiana Transportation Act in 1997 and two current potential Louisiana P3 projects are examined. In addition, P3 legislation and activity in Alabama, Florida, Georgia, and Texas are summarized. The report concludes with policy recommendations to use tolling and P3s to improve Louisiana’s highway network.
