PACKAGING TSM ACTIONS FOR ENERGY CONSERVATION

While the energy savings to be realized through TSM are relatively small, it is argued that the solution to the energy puzzle is most likely to come through a series of small-scale actions rather than one major breakthrough. This paper addresses the issue of increasing the effectiveness of individual TSM actions by grouping them into packages. Although this may be done for many objectives, the primary goal in this effort is to maximize energy savings. Various packages on a rather broad scale are considered first. Next, the types of packages which have been implemented in various cities are described along with the effects of these packages, if known. These two approaches are synthesized to produce a list of practical, theoretically-sound packages to guide policy makers in their approach to TSM implementation. (Author)
