THE MARTA CODE OF ETHICS: "CONFLICT BETWEEN...PRIVATE INTERESTS AND PUBLIC RESPONSIBILITIES..."
This report deals with MARTA's experience with its Code of Ethics. In this case study, emphasis is placed on: (1) the development of the Code, which highlights major issues to be confronted; (2) a test of the Code, which illustrates how its prescriptions were applied in practice; (3) the details of the Code in Appendix 1, which provides the full text of the minimum ethical standards to be applied within MARTA, as well as numerous examples of what the Code intends to prescribe and prohibit; and (4) the Rules of the Board of Ethics in Appendix 2.
