OPTICAL AND VISUAL CONDITIONS ON ROADS WITHOUT FIXED LIGHTING

There is a pronounced lack of knowledge concerning relevant optical and visual conditions in night driving on roads without fixed lighting. Consequently, there is a substantial need to supplement existing knowledge of these conditions, especially regarding the efficiency of measures to improve traffic safety. This is necessary for the rational use of resources to roads without fixed lighting, or else to road markings and to light road surfaces. The purpose of this report is partly to summarize the level of existing knowledge and to outline purposeful and co-ordinated investigations into matters, which are not sufficiently studied. In the report, visual conditions are separated into optical plus other conditions, which together determine the visual conditions. The following elements of the visual conditions are discussed: visual guidance, visibility of obstacles and perception of distance and movement relative to other road users. Further, a series of parameters of optical and other conditions is discussed, e.g. types of obstacles, reflection properties of road surfaces etc. The report gives a survey of accidents for unlit roads in the Scandinavian countries, an outline of existing knowledge of the above-mentioned parameters and elements, and a discussion of various methods of monitoring the efficiency of measures to improve safety in night driving. Finally, the report proposes and describes a fairly comprehensive series of research-projects in matters, where an unsatisfactory state of existing knowledge is pointed out. (TRRL)
