Easy access to suitable routes

The Transport and Infrastructure Council directed the NTC to review the HVNL from first principles. The HVNL commenced in 2014 and has been amended many times since then. Despite this, there is a view shared by a wide range of stakeholders that it’s not functioning as effectively as it could. The primary purpose of the HVNL is to ensure a safe and efficient heavy vehicle journey. This is made up of a safe driver, a safe vehicle and a suitable route. This issues paper covers heavy vehicle access to a suitable route.
