High performance through alliance contracts - a case study on the Blacktown - Richmond IWMP project

This paper examines the performance of the Blacktown to Richmond Project, one of Rail Access Corporation's new alliance based contracts and identifies those project characteristics which are driving high performance. Rail Infrastructure Alliance (RIA), a joint venture between Rail Services Australia and Thiess Contractors Pty Ltd, is delivering the project. It is the author's contention that high performance is an outcome of deliberately designed project characteristics. As RAC awards further competitive based alliance contracts the characteristics described will become increasingly important for any organisation in the New South Wales rail industry.
