Railway contracting with S.R.A.- some thoughts for the future

Some six years ago at the P.W.l. Convention in 1979, a learned colleague of mine, Bill Killinger, presented a controversial paper on the role of contracting in railway track maintenance and construction. A few of you will remember his analogy of the swimming pool and his comments on the decision making process in arriving at the use of a contractor to perform that work. I would like to resurrect some of the arguments put forward then but with particular emphasis on the effect and relevance of the points raised to railway contracting in the eighties.
