MANAGEMENT OF URBAN CONSTRUCTION PROGRAMS

This report of the BRAB Committee on Management of Urban Construction Programs is intended to guide local authorities (such as transportation, water, and sanitary agencies) in developing management plans for executing urban construction projects. The guidance presented has been developed from the perspective of the "project manager." Because of the unique aspects of every major construction project, it is not possible to define exactly the function and full responsibility and authority vested in the project manager position; however, it is assumed that the position carries responsibility for design and construction of a project and, possibly, for activation and operation of a facility or system. The conceptual planning phase of a project, during which needs, conceptual contentions, social and environmental impacts and local political acceptance are evaluated, is not covered in detail since the results of this phase are taken as givens for the project management plan.
