Base operating condition standards of track maintenance

Base Operating Condition Standards define a relationship between track defects and allowable speeds, so that track staff can take relevant action when certain classes of defects are reported by inspections. This paper traces some of the background of Base Operating Conditions, particularly those of the Federal Railroad Administration of USA, and examines their applicability to other railway systems. The importance of modern track recording cars with their substantial computing backup is highlighted.
