Development of Guidelines for the Selection of Pedestrian Crossing Facilities – A Relook on IRC:103-2012

Pedestrians are the most vulnerable of all road users and most prone to road crash fatalities. Most of the pedestrian fatalities occur at crosswalks. This could be due to negligence of pedestrians or motorists or due to provision of inadequate pedestrian crossing facilities. In India, the criteria for provision of pedestrian crossing facilities is given in Indian Roads Congress code IRC-103:2012. The criteria in the code was proposed three decades ago and has not been revised since. Due to the drastic change in the road infrastructure, vehicle characteristics and behavior of pedestrians and motorists over the years, there is a strong need to re-examine and possibly revise the existing warrant criteria given in IRC-103. This paper studies the interaction between pedestrians and vehicles at twenty different mid-block crosswalks situated in four major metropolitan cities of India. The pedestrian-vehicle interaction data was collected using video-graphic surveys at these crosswalks and various traffic and behavioral data were extracted using frame by frame extraction technique. Using the extracted data, the maximum hourly pedestrian and vehicle flows, vehicle speeds, pedestrian delay and vehicular gaps accepted by pedestrians were analyzed. Based on these different analyses, this paper recommends the revised values of PV² and acceptable limits of pedestrian delay and proposes pedestrian delay models, psychological gap size (safety margin) models and a risk assessment criteria for mid-block crosswalk locations. These different macroscopic and microscopic traffic analyses were then aggregated together to propose a consolidated criteria in the form of nomographs for the selection of most appropriate crossing facility based on the prevailing traffic flow conditions at a location. The provision of appropriate crossing facilities will reduce the level of risk at pedestrian crosswalks.
