Project Managed Performance Based Maintenance Contracts - New Maintenance Model in Finland

In Finland, safety, mobility and availability of the road network is assured through meticulous maintenance. The procurement of road maintenance contracts is publicly tendered amongst private companies. The Finnish Transport Agency initiated a new “Project Managed Performance Based Maintenance Contracts” model in 2012. The new model is based upon principles and guidelines from project management, alliance model and traditional Performance Based Maintenance Contracts (PBMC). The contract mechanism allows for reasonable risks sharing and functional cooperation approach between the client and the contractor. This new model is intended to provide better services and the opportunity for increased development and innovation of the maintenance services. The Program Managed PBMC contains the typical elements of normal PBMC services. The contractor is responsible for the maintenance services in the area contract according to the road classifications and the client’s Levels of Service requirements. The contractor is responsible for management and administration duties, procurement related functions, and contract required maintenance works. The contractor will lead the management of the maintenance processes in open teamwork with client. All related procurement functions are competitively tendered. The contract uses a target price concept that is composed of all procurement related expenses, management and administration costs, and the management services fee.
