Belt and Road Economics : Opportunities and Risks of Transport Corridors

China has presented the Belt and Road Initiative (BRI) as an open arrangement welcomes all countries to participate, but an official list of participant countries is not yet available. Despite the lack of such a list, the effects of the BRI transportation corridors can be assessed using two approaches. The first is the geographical location of a country with respect to the six overland corridors of the Silk Road Economic Belt and the 21st Century Maritime Silk Road (BRI corridors). The second is whether a country is a BRI participant. These two approaches yield different lists. Official data from China states that as of March 2019, 125 countries had agreed to join BRI. Many of these countries are not located along BRI corridors—some are in Latin America or in inland areas of Africa. Also, some countries that are located along the BRI corridors have not made collaboration agreements with China. This study uses the geographical approach, including the 71 countries detailed in the report’s annex A. Most but not all have signed agreements with China. The study looks at the BRI as a whole and does not provide cost-benefit analysis for individual corridors or projects. Since it focuses on connectivity and economics, it does not analyze energy infrastructures or geopolitical considerations.
