AN ASSESSMENT OF TRAFFIC OPERATIONS AT DUAL-CARRIAGEWAY ROADWORKS

Details are given of the QUADRO model which applies the total cost concept to economic appraisals and provides estimates of the extra road user costs which might be incurred given certain assumptions concerning the work site and the traffic. The paper describes QUADRO (queues and delays at roadworks) which models a simple network consisting of a main route containing the roadworks site and a single alternative route around the works. In addition to the extra road user costs (expressed in delay terms), the FORTRAN program evaluates the additional delays caused by vehicle breakdowns within the site as a second stage in the computations.
