HOW RELIABLE ARE MAIL-RETURN QUESTIONNAIRES FOR TRANSPORTATION ENGINEERING SURVEYS?

Mail return questionnaires are widely used in transportation engineering surveys. With their use there is usually an implicit assumption that the demographic characteristics of those who reply do not differ significantly from those who do not respond. However, there is much evidence that this assumption is not generally valid, and significant differences may exist between characteristics and opinions of respondents and those non-respondents. Nevertheless, test of this assumption in transportation surveys of this type has been reported in only a few cases. A comprehensive Australian data-collection programme enabled the testing of this assumption for a short and easy-to-fill mail return questionnaire. It was found in this survey that respondents are an unbiased sub-population of the survey population and thus represent the survey population. (Author/TRRL)
