For a one year experimental period, the much-discussed project to link major European ports within the European Economic Community is to be implemented. Using a variety of communications devices (telex, computer terminals, etc) and a central computer, ports will pass messages to each other to warn of imminent ship arrivals. The message system will also allow the ports to interrogate a central file of ships' characteristics. The project will be implemented by a Study Team from the ports who have been closely involved with the evolution of the system. This article outlines a provisional specification describing how the system will operate.
