Traffic safety reviewed from the human and social side is not very well controlled. Traffic and transport are technical and organizational systems and provisions. They meet a human and social cultural need. With the technical development the human being depends on better, faster, different, more comfortable and safer traffic. So traffic is not only a problem from the technical side, but also a matter of social planning and care for human involvement and attention. Human beings in traffic are not only responsible for their own safety, but also for the safety of other people. People in traffic are asked to do contradictory tasks. To understand this, the dilemmas of human mobility, risk and responsibility must be analyzed. Modern traffic has increased contradictory developments and conflicting interests in society. In the correlation man - traffic - society the technique plays an important but no decisional role. The decision lies with the human being himself. (TRRL)
