PAVEMENT-MANAGEMENT STRATEGIEN

The term pavement-management-strategy is understood to include all considerations and measures for the rationalization of construction methods, of maintaining, repairing and renewal of carriageway pavements for the purpose of comparing the economics of individual proposals. It enables the economic comparison of carriageway surfaces, the comparison of construction methods with different road bases and wearing courses, the comparison of complete and staged reconstruction, the examination of the influence of changed parameters (price changes of various construction materials, wages, machinery, traffic developments etc). An important factor in the cost evaluation process is the interest rate on capital. In addition to the capital cost and the time-related costs for repair and renewal, the intrinsic value of the road plays an important role. It can only be partially expressed in terms of the accessibility value. Also visual inspection results have to be taken into account. A basic pre-requisite for the evaluation of the state of a road is the existence of systematically collected data, such as that supplied by a functioning databank. A program for the investigations which are necessary to undertake an integrated economic calculation for carriageway pavements, is proposed for short-, medium- and long-term exercises. (TRRL)
