LICENSING AND ENVIRONMENTAL CONTROLS ON ROAD FREIGHT TRANSPORT

This report reviews and summarises the existing situation, with respect to the licensing of road freight and the environmental controls on road freight in Britain. The historical development of licensing is reviewed and, in particular, the introduction of operators' licensing in the 1968 Transport Act is examined. The operation of operators' licensing regulations are described and the effects of operators' licensing on road haulage in Britain are analysed. The recent (1978) report of the Independent Committee of Enquiry into Road Haulage Operators' Licensing (the Foster Committee) is reviewed and its conclusions and recommendations examined. At the time of writing, no official government response to this report had been received. Environmental controls on lorries and road freight are reviewed under three headings: (1) measures involving lorry routeing; (2) measures relating to the lorry; and (3) measures affecting the vehicle operating centre. Legislation and its effects under each of these headings are examined and possible future developments discussed. (TRRL)
