A Siting Analysis Method for Nuclear Power Plants Based on Transportation Risks and Preferences

In this paper, a methodology is proposed to evaluate and rank the potential sites for a nuclear power plant. The methodology could be used to help identify the optimal site for a nuclear power plant considering the risks and challenges for transportation of nuclear materials. In the proposed analysis method, the area of interest is divided into rectangular zones representing potential zones for power plant site, and each zone is evaluated based on its accessibility from a set of selected points of interests (POIs), which are defined as potential origin/destination points for transportation of nuclear materials. The shortest routes between each POI and potential zones are evaluated based on a cost function which can accommodate multiple factors to determine the associated risks for each potential zone. Zones are finally ranked based on their cumulative risk scores. The proposed methodology aims to mitigate the risks associated with transportation of nuclear materials by incrementally applying different criteria in the analysis. While the proposed analysis method is quantitative, at the same time it is adequately flexible to allow inclusion of subjective parameters. The Canadian province of Saskatchewan was considered as a case study and three scenarios were evaluated including cases when i) all road categories and POIs were treated equally, ii) road segments were rank ordered based on road categories while POIs were treated equally, iii) road segments were rank ordered based on road categories with preferences given to specific POI(s). The results were presented graphically using heat maps, histograms, and charts.
