REPORT OF THE WORKING PARTY APPOINTED TO INVESTIGATE CONTAINER CRANE OPERATION UNDER STORM CONDITIONS
The Engineering Committee of the British Ports Association established a Working Party to investigate the problem of container cranes under wind load conditions. The investigation was confined to cranes within the jurisdiction of the members of the Engineering Committee and would have regard to the following main considerations: (a) Stability, (b) Parking, (c) Collision resistance, (d) Braking limitations (long travel), and (e) Long travel limitations. Information was received describing 40 cranes in ports covering a total of 98 operational crane years. No crane has been operational for more than five years and average operational time is 2-1/2 years. The information received was used to check the safe limits of the cranes by calculation and this at once involved the making of assumptions. Every conclusion in this report has at some stage been based on calculations which rely for their accuracy upon the choice of correct values of the factors employed. Furthermore the analytical methods used in the calculations do not necessarily reproduce the exact conditions which may be found in practice. While every attempt has been made to draw conclusions which are based upon fact and common sense the Working Party considers this report should not be acted upon in isolation but rather constitute a guide or starting point from which engineers who are concerned about their cranes may consider carefully the problems and possible solutions. For ease of reference the recommendations which are made are divided into two categoreis, viz, those applying to existing cranes and those applying to the specification for future cranes. The 40 cranes which have been investigated comprise 28 different types and in this report reference is made to the cranes only by type or reference number. A summarized list of findings is included in the Appendix.
