This paper discusses the objectives and structural composition of two of the automated systems that will influence Department of Defence (DOD) traffic management in the 1980's--the Freight Movement Control System (FMCS) and the Freight Information System (FINS). The FMCS is being designed as an integrated system with the central on-line master freight rate, route, and release files at Headquarters, Military Traffic Management Command (MTMC), and maintained by the area commands. The system will provide rapid/direct input; immediate edit and update, responsive output to meet urgent customer demands, and interface to related internal MTMC automated systems. Externally, FMCS will be capable of interfacing with the automated systems of the military services, Defense Logistics Agency, General Services Administration, and other government agencies that require access to defense transportation data. It will employ uniform documentation and on-line processing of customer requests, and its primary objective is to enhance the services provided by MTMC. FINS is an automated management information system that contains data from every Government Bill of Lading (GBL) used for domestic movement of DOD freight. Data collection occurs at the Service finance centers. Within FINS are two shipment record formats. Shipments having total charges of $200 or more generate a comprehensive record while those less than $200 generate an abbreviated record containing only basic information. The FINS data base permits the development of both standard reports produced on a recurring cycle (each month) or non recurring (one-time only) reports produced in response to a specific request for information. The data base also provides data needed for unique requirements such as rate studies to determine the impact of proposed rate increases and the negotiation of rate reductions.
