AN EVALUATION STUDY OF THE DISPENSATION OF PARKING PROHIBITIONS FOR DISABLED PERSONS

On September 1, 1977, a modification of the Dutch traffic regulations came into force regarding parking facilities for disabled persons. Besides the local measures a national dispensation card for parking for handicapped persons was introduced. This modification must give the optimum accessibility to the relevant destination for the disabled person, so that the disabled person can participate in social traffic without hindrances. The efficiency of this modification of the legislation is evaluated in two parts. I. The functioning of the regulations and II an inquiry into their use by the handicapped. It is shown that the criteria for the granting of such parking cards are interpreted and applied in different ways. (TRRL)
