THE LEGAL FRAMEWORK OF SPEED HUMPS

A traffic judge and a police traffic consultant deal with the legal aspects of speed humps. They express their doubts about the effectiveness of humps and discuss the criteria on which they are applied and the possible effects on traffic safety. The authors state that, in their opinion, legal regulations rule out the construction of humps outside "Woonerf"-areas (residential precincts). They plea for more extensive reconstruction of existing street lay-outs into the "Woonerf" configuration. (TRRL) could be achieved (up to plus minus 1.5% moisture) by arranging the probes as low as possible and by placing them into positions where accumulation of material is avoided. Differences of more than 2% were found also when using nuclear probes. In the case of sand silos, a certain improvement in the measurement of moisture may be possible by fitting several capacitative probes and an average-value indicator, for nuclear measurements improvements may be possible by design measures. When using capacitative instruments it is necessary to provide effective silo drainage. In conclusion, reference is made to a new process for the measurement of sand moisture content with the aid of a recently developed device for taking samples, where the deviations vary between only 0.0 to a maximum of 0.5%.
