The author states that the feedback from the vehicle inspection authorities to the manufacturer together with detailed consumer information should ensure safety and reliability. Information from the vehicle inspection report influences the buyer of a second-hand vehicle and provides the manufacturer of a reliable model with the cost of the high standard of quality of his product. However, vehicle inspection authorities have also to learn from the results and the subsequent exchange of ideas with industry. Where necessary, test procedures have to be improved and refined, and requirements adapted to the state of the art. Consideration must be given to those defects which affect accidents. Any extra expense incurred during testing must be subjected to a critical cost benefit analysis. (TRRL)
