Meeting the future needs of rail passengers

Rail is experiencing a renaissance, with unprecedented demand growth over recent years, and with a notable rise in the scale and commitment by governments towards planning and delivering transformational rail projects. Technology developments are also affecting the journey itself, with passengers wanting to work or to be entertained as they travel. This means that future rail services will need to cater for a broader range of journeys, and for passengers with a wider range of needs and expectations. The changing expectations of passengers need to be understood by railway planners and operators if they are to better deliver future rail services that respond to the market. Global megatrends are affecting travel, and smart technology and integrated mobility are affecting passenger travel choices and behaviours. Evidence suggests that passengers now expect to travel connected, and to be offered a service that is personalised to their needs. The digital revolution presents opportunities for rail to better respond to this challenge. The paper explores how digital information will enable more effective and comprehensive monitoring of the performance of rail, with focus on measuring the aspects of service quality that are aligned with passenger needs. A case study is presented which focusses on the proposed High Speed 2 (HS2) network in the UK, for which Arup in conjunction with HS2 undertook primary research to investigate the characteristics of the market for future HS2 services. Whilst this paper draws upon experience and research conducted across the UK rail network, the paper also considers these global travel trends in an Australian context, set against a more car orientated culture.
