MOTORWAYS - 20 YEARS ON. POLITICAL CHANGES KEEP LONDON ROADS IN LIMBO

The article suggests that as the motorway programme draws to a close, attention could now be turned to the traffic problems in cities, and to London in particular. Progress is being made with motorway M25, much of which lies outside the city. The city's chief engineer notes that political changes in the capital's administration makes it almost impossible to proceed with long term major road schemes. Several possible solutions to the need for new roads are presented, and the advantages of the cut and cover construction method are discussed. The importance of integrating road schemes with industrial development is stressed, also the provision for freight movement within the capital. Mention is made of the need for two new river crossings to the east of the city, and the prohibitive cost of bored tunnelling in the London area. (TRRL)
