EVALUATION OF ALTERNATIVE TRAFFIC OPERATION PLAN FOR THE COMMUTER LANES ON THE SHIRLEY HIGHWAY IN VIRGINIA (JULY 1977)

Report evaluating changes in traffic volume, vehicle occupancy levels, and travel times resulting from operation of the Shirley Highway express lanes in the northern Virginia-D.C. area, 1975-77; and evaluating the feasibility of increasing carpool accessibility to express lanes.
