Improving the mechanism to control trucking in large cities

The issues of controlling transportation activities in light of dynamic development of machinery, technologies and information systems become especially urgent due to increased requirements to safety, manageability, economic efficiency and quality of transportation services. According to the control theory, controlling a complex object requires a control device that would be equivalent to or superior in complexity relative to the object controlled. Moreover, in terms of sustainable development, a control device must be equivalent not only in its structure and composition but also in adaptability to varying external conditions. The efficiency of the motor transport control system is, thereby, dependent on the flexibility and ability of this system to develop in line with the changes in the properties and features of the transportation market. This puts forward special requirements to the type of the organizational structure of the road transport control system, to the creation of a mechanism developing permanent or temporary ties between the system elements, informatization and automation of specific processes within the control system, as well as to the methods to get feedback, etc. On the basis of the system approach, this research proposes a substantiated method of analysis and puts forward a concept of setting up a unified coordination center for transportation services provided in large cities, as well as explains a mechanism for functional interaction between local authorities and business entities in the motor transport industry.
