A New Revenue Source for Mass Transit: Legalizing and Taxing Cannabis

This report suggests that the legalization of recreational cannabis could provide New York City's transit system with a dedicated revenue source able to meet long-term financial needs. It examines trends in the legalization of Cannabis in other States, State revenues generated, and projected revenues for New York. It is projected that 500 to 700 million per year could be generated. The appendix includes total revenue by year for Colorado, Washington, and Oregon and U.S. public opinion on legalization, 1969-2018. The report concludes with policy recommendations.
