Curbside Parking Charges Based on the Difference Threshold

Curbside parking spaces in Central Business District are in extreme high demand and hardly available during peak hours. On the contrast, empirical studies show that parking spaces in off-street parking facilities are under-utilized. Such phenomenon is partially due to the failure of current parking charge policies in many urban areas. In order to cope with the imbalance between curbside and off-street parking by pricing policy, the parking charges should be better designed. Logit models are proposed, considering users’ perception and acceptable threshold of charge. According to the accuracy and hit rate of the models, the perception and acceptable threshold are determined. Further, based on the target occupancy rate of curbside parking, the suggestions for pricing policy are given. Based on the revealed and stated preference data of the parking choices at peak time in the Xiaozhai business district in Xi’an, China, the traditional models and the proposed models are calibrated. The results show that the accuracy and hit rate of the Logit model considering the difference threshold are higher than those of the traditional model. Users’ perception and acceptable thresholds for differences in parking charges are 2 yuan/h and 7 yuan/h respectively. Moreover, when the occupancy rate for curbside parking reaches 85%, the parking charge difference should be 5 yuan/h (curbside parking charge is 8 yuan/h). Through the proposed models, users are found to be more sensitive to the parking price. Overall, the findings of this study are helpful to develop parking pricing policies.
