Before/After Freight Impact Analysis of the New York City Clear Curb Initiative

The aim of this project is to conduct a before-after analysis of freight delivery activity following a change of parking regulations – implementation of the clear curbs initiative, which eliminates curbside loading during peak hours- in Midtown Manhattan. The study area is a single block on W 46th St between 5th and 6th Avenues. The study investigated two datasets – original field observations collected by the research team on six days between January 2018 and June 2018 and open New York City Department of Finance Parking violations issued on the block between January 2018 and June 2018. Variables investigated from field observations include vehicle types, parking durations and locations, and time distributions of delivery events within specific commodity sectors. Variables investigated using parking violations include violation rates, types, and costs issues to specific vehicle types. Results inform policy discussion regarding the likely effectiveness of the clear curb initiative to shift the time and/or location of delivery activity as well as next steps in research.
