Development of Specifications for Heavy-duty Tractor Trucks in Canada and the United States

In the heavy-duty trucking industry in Canada and the United States, owner-operators can customize a wide variety of truck design features, and these diverse combinations result in thousands of unique specifications for a single truck model. Canada and the United States have finalized regulations for truck designs and options, so policymakers need to understand how truck specification choices are made, as well as how to utilize information from dealerships and manufacturers about such decisions. This study sought to: 1) Better understand how new Class 7 and 8 tractor trucks are specified; 2) Interview a diverse section of stakeholders; 3) Derive insights into how fuel-efficient technologies are marketed in North America and how owners decide on adopting such technologies; and 4) Assemble the findings into relevant information for policymakers. The authors found that the great variety of truck specifications reflects the diversity of the trucking industry. Several factors influence how a fleet owner will go about procuring a truck, including fleet size and type, operating patterns, geographical factors, and awareness of emergent technologies. Regulations and market forces are speeding the development and deployment of a wide range of tractor-trailer technologies for improved safety, efficiency, and driver comfort. As these technologies become more widespread, the authors' analysis will need revision at regular intervals so that regulators and stakeholders will better understand how truck purchase decisions are made and how policies can adapt to better match industry needs.
